• Develop and conduct the strategic cyber JIPOE process
• Provide analytic and technical assessments of nationally and internationally developed adversarial entity capabilities, intent and strategic threat implications, and coordination and integration on CNO intelligence across the intelligence community, Allied networks and internally including the Headquarters (HQ) components and Joint Task Forces (JTFs)
• Research, organize, collaborate, analyze, write, review, coordinate and disseminate intelligence products as requested by the government
• Integrate US-NAT and I-NAT information with sensitive and classified reporting to perform intelligence planning and organize, review and disseminate all intelligence products
• Obtain current information on rapidly evolving analytical techniques, potential cyber threats, plans and activities
• Assess information for impacts and quickly incorporate required changes into ongoing tasks
• Perform strategic cyber Indications and Warning
• Support USSTRATCOM and collaborate with DoD, USG, the US Intelligence Community (IC), Allies, academia, and the private sector on intelligence support issues, as requested by the government
• Develop and maintain partnerships with the I-NAT by providing the US and 5-Eyes community with strategic, timely and actionable open source information in support of computer network defense indications and warning
• Provide specialized research support to USSTRATCOM, DoD, the US IC, USG Allied mission partners, academia, the private sector or other mission partners as specified by USSSTRATCOM J2
• Perform all aspects of mission support including knowledge management, maintaining web based sites and portals, maintaining mission databases and analytical visualization tools
• Build and maintain continuity books, standard operating procedures (SOP) and visualization charts, such as Analyst Notebook, to ensure all research and background knowledge is captured and documented
• TS clearance, eligible for special accesses Note: You must be a US citizen with a current DoD Top Secret clearance to be eligible for consideration.
• Demonstrated knowledge and experience to develop, review, and coordinate Command Intelligence Planning support (primarily Annex B (Intelligence)), Intelligence Task Lists, and related documents prescribed in associated and relevant National Level, CJCS, and DoD planning guidance
• Demonstrated experience to coordinate with USSTRATCOM/J2, USSTRATCOM Staff Elements, and other planners and intelligence analysts within the Command and subordinate Components, the Joint Staff, DIA, Defense Intelligence Operations Coordination Center (DIOCC), USD(I), other COCOMs, and Combat Support Agencies for development of Functional Support Plans and National Intelligence Support Plans that support Command planning efforts
• Demonstrated experience to organize, develop, coordinate, and execute intelligence planning activities to accomplish objectives and support evaluations of cyber intelligence planning and interagency information sharing efforts
• Experience with DoD cyber intelligence planning processes, doctrine, and overarching documents that direct USSTRATCOM and DoD planning
• Ability to interact with personnel within the Command, subordinate components, the DoD, U.S. Government, and Allied nations to coordinate drafting of plans documents
• Knowledge and experience with providing target development and non-kinetic targeting support
• Expertise in strategic cyber all-source long-term and current analysis, including the ability to research, organize, collaborate, analyze, write, review, coordinate and disseminate intelligence products
• Expertise in the areas of adversary cultural knowledge, linguistic/cultural skills, research, writing, production and dissemination
• Expertise with USSTRATCOM missions, components, Allied mission partners, academia, the private sector, and supporting or supported agencies/entities
• Expertise in strategic cyber JIPOE process.
• Expertise in conducting strategic cyber open source research with timely and actionable open source information in support of computer network operations indications and warning
• Possess a working knowledge and full understanding of CNO
• Experience and familiarity with DoD intelligence capabilities, along with understanding doctrine, capstone, and other overarching documents that drive the CNO mission
• Ability to interact effectively and positively with other personnel within the Command, the DoD, USG, the US IC, Allied nations, academia, and the private sector
• Expertise to enhance the Command’s requirements for CNO intelligence planning, strategy, policies, procedures, collection management, war-gaming, integration, production, dissemination and technical expertise
• Expertise to perform in-depth all-source analysis in conjunction with the ability to read specific foreign languages and provide cultural expertise
• Strong oral and written communication skills the ability to communicate clearly and effectively with other personnel ranging from intelligence analysts to senior decision-makers is critical
